Learning to read or reading to learn?

We’ve all heard that distinction, with grade 4 as the change point.  An article in ASCD Express argues that, in fact, there is no magical dividing point, and that learning to read and reading to learn are interchangeable, lifelong tasks implying that teaching reading is the job of teachers throughout the school years..
