How useful/efective is teacher professional development training?

Well, this is discouraging!  A new study from US based researchers TNTP, reported in the Washington Post, provides some rather discouraging data regarding the amount of money spent on teacher in-service/professional development as balanced by improvement in teaching practices.  It would seem that one-shot training isn’t effective, as most of  us know, and that nurturing and follow-up training on evidence-based practices might be a lot better use of the education dollars!  The situation in Canada is likely very much the same!
